This is a three-part course that revisits key concepts in the study of International Relations (IR) through a genealogical approach that engages the (1) theoretical (2) historical and (3) normative dimensions of past and present configurations of ‘the international’. The first part explores the notion of sovereignty as a central principle that structures theory and practice of international relations. The second part examines the notion of violence and the human. The third part revisits key ideas throughout the Renaissance, and Modernity and the related historical configurations that have shaped notions of ethics and political identity

PSY501 Evidence-Based Decision-Making in Complex and Risky Environments
This course introduces decision behaviour based on evidence. This evidence comes from an analysis of the context and the data available for the decision maker. It gives tools to the student to make decisions through analysis and helps him in making decisions in complex and risky environments.

ECO502 Regional Policy-Making and Analysis
This course introduces students to the analytical tools used in regional policy analysis – i.e., regional input/output analysis, shift-share analysis, multiplier effects, as well as to the processes of policy development, implementation, and evaluation. It focuses on case studies of councils of government and other such regional bodies that have emerged or been created to provide regional governance.

POL502 Politique et Economie 2
Ce cours analyse la relation mutuelle entre la politique et l'économie d'un point de vue large et global qui traverse les frontières et les époques. Il présente les principaux concepts, questions et théories de l'économie et met en évidence la politique économique en tant que résultat de l'interaction/du marchandage entre les groupes d'intérêt dans l'arène politique. Il examine la nature de ces interactions, en soulignant quand elles fonctionnent bien et quand elles ne parviennent pas à accroître le bien-être social et quelle pourrait être la solution à ces dysfonctionnements. Les concepts clés qui seront introduits comprennent, entre autres, la micro et la macroéconomie, l'histoire économique, la politique économique, le rôle de la politique, du pouvoir, des États et des gouvernements, la politique du commerce international, les relations monétaires internationales, la finance internationale et la mondialisation, les politiques publiques, les sociétés modernes et les institutions politiques, et la politique internationale.

L'objectif du cours est d'offir une présentation sérieuse de la théorie économique internationale en mettant l'accent sur les applications actuelles afin que les étudiants comprennent les déterminants des flux commerciaux et des taux de change. Ces dernières années, les échanges commerciaux et les flux de capitaux ont été libéralisés et autorisés à se développer, entraînant une mondialisation croissante de la production et du commerce. Cela revêt une importance particulière pour les marchés émergents et les pays en développement. L'interdépendance des pays qui en résulte, tant au niveau des biens que des services, a entraîné une baisse des prix des biens et services échangés au niveau international.

This course familiarizes students with how to better construct (or at least consume) game-theoretic models in the field of international relations as well as in other areas of economics. The various contents of the course emphasize the operational side of game theory as applied to phenomena in international relations that occur as a result of decisions made by actors.

INT605 Morocco's Foreign Policy in Practice
The objective of this course is to study the determinants, purposes, challenges, and tools of Moroccan foreign policy (hard and soft powers). The introduction will consist of a generic presentation of the fundamentals of foreign policy, before addressing the constituencies and specificities of Moroccan external relations as well as the challenges it needs to overcome in an ever-changing environment. A special attention will be paid to the relations between Morocco and the major powers, the historic relations with Africa and their expansion since the return of Morocco to the African Union and the close relations of Morocco with the European Union and its members. The multilateral dimension of Moroccan foreign policy will cover its contribution to the UN system and the other Organizations in which Morocco has a vested interest such as WTO.

ECO508 Applied Macroeconomics for Public Policy
This course examines the working of the aggregate economy. It aims to understand the key determinants of business cycle fluctuations and of long-run economic development. This includes coverage of the role of employment, productivity, trade and fiscal deficits, inflation, and interest rates.

MAT501 Mathematical Programming and Modelling
The main objective of this course is to familiarize students with the fundamental techniques and different modeling approaches of mathematical programming. The course will be complemented by case studies related to empirical models in economics. The course focuses on the following fields: linear programming, nonlinear programming, positive mathematical programming and stochastic programming.

INT502 Key Contemporary Issues in International Relations 1
The course examines key transnational issues that structure world politics. The focus will be on the various non-traditional security issues that are increasingly capturing international attention. Key concepts to be examined include human rights and humanitarian intervention, specifically the notion of the ‘responsibility to protect’ (R2P), transnational social movements, global coalitions, the politics of development aid, global migration as well as the scramble for natural resources. The course is framed within perspectives of globalisation, and it offers a critical examination of the latter in relation to global governance in its many facets.

INT503 The Mediterranean in the 21st Century
This course introduces the Mediterranean as a space of interaction and reference framework to better understand current global trends and challenges, including conflicts, North-South divides, dual development, international migrations, environment degradation, authoritarian regimes resilience, social protests and malaise, different types of international relations. It also discusses different types and vectors of international relations and the projection of Europe to its neighborhood and beyond.

INT504 The New South Dynamics
This course examines the socio-economic and political challenges and prospects of the global south, a region broadly comprising Africa, Asia, Latin America, and Oceania. It introduces the changing nature of the concept observed for describing the global difference since the second half of the 20th century. Development paradigms such as modernization and southern theories will be discussed to explain the dynamics of the emerging economies, and the subsequent conceptual shift from focus on development or cultural differences toward emphasis on geopolitical relations of power. It focuses on the economic shift of emerging economies from exclusively agrarian societies to industrial development, and their increasingly growing role and challenges in international trade and politics.

The main purpose of this module is to further familiarize master's students with development finance issues. The course will address both general issues of development finance such as its foundations, constraints and specific issues such as the resurgence of debt in African countries and possible solutions. The objective is to enable students participating in this module to become familiar with the concepts, practices, and challenges of development finance. Specifically, students should be able to master the general aspects of development finance, the challenges and opportunities of development assistance and the problems of debt in developing countries, particularly in Africa.

Les étudiants concernés par ce cours ont d’ores et déjà suivi deux enseignements d’économétrie en L2 et L3. Pour l’essentiel ces deux cours ont porté sur le modèle de régression multiple dans un contexte aussi bien homoscédastique qu’hétéroscédastique. De même, ils ont eu des cours en L3 d’introduction à l’économétrie des données de panel (le modèle à effet fixe et le modèle à effet aléatoire) ainsi qu’une introduction à l’économétrie des séries temporelles.

Ce cours se concentre sur certains sujets clés de l'économie des ressources naturelles dans une perspective politique. En particulier, les sujets examinent la prise de décision marchande et non marchande et leurs implications politiques. L'objectif est de fournir une compréhension des phénomènes économiques en jeu à la jonction de la société et de l'environnement et de permettre aux étudiants de résoudre des problèmes d'allocation sous différents objectifs sociaux. Les outils économiques développés sont appliqués aux ressources renouvelables, aux ressources épuisables, à l'eau, à la pollution, aux ressources marines, au changement climatique, à la planification de la conservation et à d'autres problèmes économiques contemporains.

Ce cours s’inscrit dans la continuité du cours de microéconomie 1 qui s’est attaché à étudier le comportement du consommateur et celui du producteur dans le contexte des marchés parfaits. Ce cours de microéconomie 2 a pour objectif de doter l’étudiant les outils de base pour comprendre les comportements individuels mais cette fois dans un contexte de concurrence imparfaite et d’imperfections des marchés. INT603 The Geopolitics of Natural Resources
This course discusses what geopolitics of natural resources are coined for. It maps out and assesses the role of main actors in the oil/gas sector (including the mining sector). It focuses on the interactions between actors fighting for the control of territories where natural resources are at play. It explains geopolitics of oil as an internal matter, issues between oil producing regions and the capitals, and between two states. The governance of oil/gas/mining dominated countries will also be discussed.

INT601 Globalisation Vs the Nation State
The course will examine the global forces which are shaping and influencing the world today, amidst Africa’s and the Global South’s own realities. Lectures will examine the concepts of power and the nation state, alliance building, and the western liberal world order with its entrenched principles of free trade, globalization, open markets, and multilateralism as a means of reconciling the interests of nation states to that of wider groupings and creating conditions for peace and prosperity. Contemporary challenges facing democratic societies including rising inequality, populism and nativism will be discussed.

INT606 Public Opinion Analysis and Communication Strategy in Global Affairs
This course examines how citizens structure their political opinions and what factors cause these opinions to change. It examines the triangle that exists between politics, the public (both foreign and domestic) and the media. It also highlights the relationships that exist between these three actors that are central to contemporary democracies: to communicate with the public, political elites need to pass through the media gates, as most people get their political information through the media. It also explores the relation between public opinion and Foreign Policy.

Ce cours propose de conceptualiser et théoriser la justice sociale et les inégalités, se familiariser avec les indicateurs de la pauvreté et des inégalités et apprendre à les mesurer et à les analyser à partir de différentes perspectives théoriques et différentes approches méthodologiques. le cours permet également de se familiariser avec la situation et les facteurs influençant les inégalités aux niveaux mondial, régional et local et d'identifier les liens entre les inégalités, la pauvreté et les vulnérabilités.

POL609 Les Défis Climatiques en Afrique et les Enjeux Politiques
Ce cours, à la fois théorique et pratique, vise à offrir aux étudiants les clés d’analyses permettant de mieux comprendre les enjeux géopolitiques du changement climatique et développement durable ainsi que la nature des réponses( atténuation, adaptation) de la communauté internationale et de l’Afrique en particulier. Ces enjeux géopolitiques de l’adaptation et de l’atténuation renvoient à la géopolitique des négociations climatiques, processus qui est également abordé dans ce cours, et concerne tant la distribution de l’effort de lutte contre le dérèglement climatique que celle des impacts attendus et le financement.

This course in comparative politics introduces the dynamics around the Mediterranean space. It gives an overview of the exchanges and relationship between States, and provides students with tools to compare their regime and institutions.

INT604 L'Analyse du Risque Pays
Ce cours présente les différents outils méthodologiques et analytiques de l'analyse du risque politique. Il examine les différents facteurs (politiques, institutionnels, historiques, économiques, sociologiques et géostratégiques) qui contribuent à créer le risque politique et leur interaction. Il explore également une variété de cas empiriques d'analyse du risque afin de relier les connaissances théoriques acquises à des cas concrets, en mettant l'accent sur le continent africain.

Les principaux objectifs de ce cours sont d'aider les étudiants à avoir une connaissance pratique de la théorie du choix public - ses hypothèses, ses "outils" et ses limites, à comprendre certains des arguments fondamentaux du choix public et leur application aux institutions et processus politiques, avec des illustrations provenant de pays en développement chaque fois que possible.

Cette planification du développement est conditionnée par la coopération, les synergies et les efforts collectifs des différents acteurs tels que les autorités publiques, les entreprises privées, les ONG et les bénéficiaires.

Ce cours porte sur la gestion de projets de développement international, de la conception à l'évaluation. Les objectifs du cours sont d’acquérir des connaissances sur le cycle de vie des projets en développement international ainsi que sur les outils de gestion de projets (cadre et modèles logiques, diagramme de Gantt, stratégie de gestion des risques, arbre à problèmes, structure de fractionnement, budget; etc.).
